Can we measure quality of primary care using health insurance claims data?

Background

Quality indicators can be used to measure, compare and improve the quality of medical services. However, there are no established and generally accepted quality standards for measuring outpatient services in Switzerland.

This project aims to develop and evaluate quality standards for measuring the quality of basic healthcare. Insurance data are consistent as they are based on standardised, predefined codes and offer a comprehensive overview of the demand for medical services by the insured. When using insurance data to develop quality standards as part of a multi- and interdisciplinary approach, the patient perspective is explicitly included.
